Dear library visitors,
Nursultan A. Nazarbaev, the President of the country, in his last message to the Nation, set up a new strategic task for the Republic to become the one from the 50 most competitive countries of the world. It is impossible to reach this goal without developing modern libraries and their innovative technological equipping. Thus, one of our prior directions is modernization of the library and its transformation into a multi-task informational resource centre.
Our library got its Regional status in 1936. And from the year of 1949 it is named by Leo Tolstoy. We are proud that from the small city library it grew into the main library of the whole Kostanai Oblast, having more than 500 000 resources in all spheres.
Nowadays we intensively apply new computer technologies and provide the visitors with the access to world informational space through Internet.
Our mission is to improve the quality and develop the informational services for the visitors; to make the regional library an integral part of the world informational infrastructure; to save and enlarge the cultural inheritance of the country and introduce our visitors to the world cultural potential.
We are looking forward to fruitful collaboration and partnerships, further growth of the circle of our friends and allies.

The American Corner in Kostanay has been implementing a very successful Sundays program for the elder generation with the help of local volunteers Anastasiya Zueva and Yevgenij Chichev. The program participants learn how to use the modern technologies and are taught some basic IT-skills: they learned how to surf the internet, how to create a mail account, use Skype and MS-office. These skills help the elder generation to keep in touch with their family members that live far away, find new friends, share their thoughts and overcome loneliness.

On April 22, 2012 in the information and resource center «American corner» of RUSlof L.N.Tolstoytook place Debate tournament of English league.
Debate tournament opened the International Week of the book and the protection of copyright declared in libraries of Tolstoy since April 22. Participants of game in English represented the arguments under the resolution: "This House considers that the book is the alternative of the Internet"
