Dear library visitors,
Nursultan A. Nazarbaev, the President of the country, in his last message to the Nation, set up a new strategic task for the Republic to become the one from the 50 most competitive countries of the world. It is impossible to reach this goal without developing modern libraries and their innovative technological equipping. Thus, one of our prior directions is modernization of the library and its transformation into a multi-task informational resource centre.
Our library got its Regional status in 1936. And from the year of 1949 it is named by Leo Tolstoy. We are proud that from the small city library it grew into the main library of the whole Kostanai Oblast, having more than 500 000 resources in all spheres.
Nowadays we intensively apply new computer technologies and provide the visitors with the access to world informational space through Internet.
Our mission is to improve the quality and develop the informational services for the visitors; to make the regional library an integral part of the world informational infrastructure; to save and enlarge the cultural inheritance of the country and introduce our visitors to the world cultural potential.
We are looking forward to fruitful collaboration and partnerships, further growth of the circle of our friends and allies.

The presentations of the US Ambassy’s Exchange Programs in the Sphere of Culture and Education took place on Friday, Feb. 17 in Kostanai City. They were organized by the specialist of the US Ambassy’s Exchange Programs in Kazakhstan Aliya Pistayeva.
During her visit she held meetings with professors and students of Kostanai State University after A.Baitursynov, Kostanai Social Technical University, with readers of Universal Science Library after L.N. Tolstoy and with alumni.

On the 13.09.2011 there was a meeting at the information-resource centre (further IRC) “American Corner”, which is located at regional universal scientific library named after Tolstoy in Kostanai with the Embassy staff and the ambassador John Ordway, the temporary attorney of the USA affairs in Kazakhstan which was attended by the head of Culture Department of Kostanai oblast Slesar M.V., the director of the library Kazina G.G., representatives of partnering organizations of the IRC “American Corner”, university and college students and leaders of non-governmental organizations (NGO).
